Zhodzina executive committee prohibited picketing devoted to the International Human Rights Day and informing citizens about violations of public and political law in Zhodzina district!
The request of 25.11.2009 to organize a peaceful meeting was filed by human rights activists and members of HRC “Viasna” in Zhodzina - Aliaksiey Lapitsky and Sviatlana Lapitskaya.
It was also planned to hand out publications of law content and to collect signatures for defending rights of Belarusian-speaking people.

It’s noticeable that Belarusian authorities traditionally make accent only on their own narrow-minded and corporation-official understanding of provisions of this high-rank international agreement in the field of human rights.
In their comments they completely rely on provisions of inner law and large limitation powers of the acknowledged indispensable right of Belarusian citizens for peaceful events and meetings which is presented there.

Human rights defenders Leanid Sudalenka and Anatol Paplauny received prohibition of organizing a peaceful meeting dedicated to International Human Rights Day. Town officials considered that the activists didn’t pay for militia, medical and sanitary services. Moreover, the relation expression of observing international obligations by our country was planned to take place in the town centre, but the authorities gave an open place in front of cultural centre “Vipra” for these purposes. On 4 September 2009 the Belarusian authorities sent its submission on the comment of Alena Zaleskaya (Vitebsk) to the UN Human Rights Committee. The comment was obtained during the correspondence on the concerned in Geneva individual complaint under No. 1604/2007 on the violation of Alena’s right to peaceful assembly and demonstrations fixed in the International Covenant on Civil and Political Rights (ICCPR).

Members of the House of Representatives are working on changes to electoral law. The new bill was presented to them by chair of the Central Election Commission Lidzia Yarmoshyna. In case all the amendments and changes are approved by the Deputies, then two laws are 40 articles of the Electoral Code will have to be corrected.

I cannot but express my thoughts and attitudes about the very laconic and aptly remark by the known in Belarus and far beyond human rights defender, my friend, Ales Bialiatski.
His findings are absolutely accurate and indisputable!
In fact, freedom of speech, thought, information dissemination, as well as freedom of association and peaceful assembly … are only real prerequisites for the normal existence of civil society, the existence of different public stances and public dialogue in it. This free space and a public pluralism of ideas are essential for providing conditions for a meaningful choice in society.

It is still difficult to say for how long and under which conditions the studies will be conducted in Belarusian as written responses to the parents’ addresses in Zhodzina Executive Committee and Gymnasium № 1 have not come yet.
However, a student who missed an entire academic quarter through the officials’ fault was invited by phone to return to Gymnasium № 1 to continue his Belarusian-language education…
